Officials are suppose to be neutral and in a position that they will not be able to put the tournament or any basketball competition in unbalance situation. They should not be involve in any gambling and ethics dictates that they should maintain distance between any of the teams competing. And that is whats going on in the city of Surigao City. Referees itself allows gambling and made it it legal by the way they handle things in the tournament.
